to import a public key: try dragging the .txt file into GPG
Keychain Access. Does that work?

If it doesn't, open the file with TextEdit and copy everything
from

-----BEGIN PGP PUBLIC KEY BLOCK-----
to
-----END PGP PUBLIC KEY BLOCK-----

then paste into the mail GPG Keychain Access window.

If that does not work, could you please download and install our
latest nightly
build and see if the problem persists.

You can find sig and SHA1 on the GPGTools Nightlies page.

If that fails as well, please attach the file in question and
I'll have a look.

All the best, steve
